We met her in Plato's Stepchildren. She's the wife of Platonian King Parmen, and without doubt the highest ranking woman on that planet. It was Philana who sent a request for medical aid that brought Enterprise to the planet. Obviously, while her husband was incapacitated, she was in charge.
Philana explained that she and the other Platonians were not native to the world that they called home. Originally they came from a place called Sahndara. There had been a mass eugenics program there, and she and the other Platonians were the result. All the Platonians enjoyed great longevity: Philana looked 30ish but claimed to be 2,300 years old.
Philana turned out to be a heartless, psycho bitch who got off on using her telepathic powers to humiliate people. She joined in on the fun when Kirk, Spock, Chapel, and Uhura were forced to perform all kinds of wacky acts for the Platonian's cruel amusement. When Kirk and Spock were being tortured by being forced to kiss the ladies, she seemed a bit bored, but she came to life and got excited when the whips and hot pokers were brought out.
